[GE users] comlib errors with qmaster installation

The key error text  is this:

   can't connect to service (Connection refused)

... a "connection refused" error almost always means that a firewall  
is blocking that particular port.

The error is different from the  "can't bind to port" condition  
caused by (a) no permission to bind to low numbered ports or (b)  
another application is already using that port.
