[GE users] Mixed 2 and 4 slots with 2 queues

Hello

We have 2 queues : long.q (normal jobs) and short.q (small jobs < 4h00)

We have 20 nodes with 2 CPU (@xeon3.2-x86_64) and 10 nodes with 4 
CPUs(@dualcore-2.33-x86_64).


The idea is to have a short.q with more priority (nice --) to bypass
jobs which runs on nodes by using long.q

I would to run n+1 (max) jobs on each node where n is equal to the number 
of CPUs.

long.q => slots                 4
short.q=> slots                 1

But in this case the nodes 2 CPU runs 5 jobs in some cases.

I tried to put a complex_values on each 2 Cpus jobs:
# qconf -se n40
complex_values        slots=3


But the node could acccept 3 jobs from long.q and no more for short.q

Any idea ?
