[GE users] maximum number of currently running jobs for one user

sched_conf(5):
  maxujobs
     The maximum number of jobs any user may have  running  in  a
     Grid  Engine cluster at the same time. If set to 0 (default)
     the users may run an arbitrary number of jobs.

And resource quota in 6.1 can allow the admin to restrict the number
for a specific user.
