[GE users] sge -updatedb cannot execute in 6.1

Kazuhiro,

it is recommended to do the update only with empty clusters. No jobs
may be in running or pending state.
This was recommended in all versions of sge.
But for 6.1 the job structure has changed and it is really necessary to
do the update only in
empty systems.
