Well, what I did a time ago, was to check the number of granted slots  
in the script for start_proc_args and return with an error (i.e. exit  
100) if it's more than 8.

It's not the best solution, as first the user has to wait until the  
job starts to run, and then it will be pushed into error state. At  
least, it will educate the users to honor the agreed limits ;-)
