Most people share $SGE_ROOT via NFS to all the nodes that are part of  
the Grid Engine cluster.

If you don't do this, you'll need to replicate $SGE_ROOT to the other  
node so that (as you have found) default/common is present.

And nope, you don't want to install the qmaster there.
