The user account under which the job is submitted must also exist at the 
executing host.  In other words, yes, user1 must exist on machine A and 
machine B.  Whether or not it is necessary for user1 to have a home 
directory on machine B depends on your job submission parameters, but it 
would generally be a good idea.  We usually make the default assumption 
that user accounts are managed through a network service, such as NIS or 
LDAP, and that home directories and the $SGEROOT are shared via NFS.
