[GE users] Permission problems in install_qmaster

Ok. Then in the screen "Making directories", the install script
creates the "common" directory:

creating directory: default
creating directory: default/common
creating directory: /tmp/tmp526/default/spool/qmaster
creating directory: /tmp/tmp526/default/spool/qmaster/job_scripts

May be you can add some debug dumps in Makedir() in
util/install_modules/inst_common.sh to find out what is going on...

I tried adding "echo $1 >>/tmp/Makedir.$$" in that function with a
test cluster setup. You can add things like "echo $ADMINUSER >>
/tmp/Makedir.$$" to find out why things fail.
