Thanks Daniel! So all of this means that a user's passability in a 'waiting' queue is determined
only by what resources he's currently using?

And if that's the case .. is there a simple (i.e. 2-lines!) strategy for implementing a
share-tree policy which treats all users the same and uses their history for perhaps the last week?
