Disable the local queues on this node. You find them under the "queue instances"
tab in the "queue control" window in qmon. That's the difference between
"suspend" and  "disable": "suspend" affects running jobs, "disable" only
prevents future jobs from starting. You can do the same for other queues as
well, so that no node will start a job from that queue. When you want to start
them again, it's "enable".
