[GE users] how to install a Windows submit host?

Sun Grid Engine 6.1 says it now supports execute and submit hosts on
Windows, but it's unclear to me how to setup a Windows submit host. Is
the prerequisite "Microsoft Services For UNIX" software necessary for a
submit host? It's clear that you need it for an execution host, but I
was unsure if it's needed for a submit host. Also, when you install the
master host, it asks you for a list of execution hosts, so how would you
actually set up a Windows machine that's just a submit host. On Unix
systems, creating a submit host was straightforward. As long as you had
the binaries installed and ran the settings.sh or settings.csh script,
that was all you needed (except to just register the submit host's
hostname with the master).
