[GE users] Executed CPU time does not match share tree

I have re-run the test with SHARETREE_RESERVED_USAGE. This hasn't fixed 
the problem, although it has greatly decreased the rate at which the 
projects diverge (see the attached test7 graph).

It seems that our share tree isn't actually capable of providing a fair 
share. What could be wrong?

To confirm, our share tree is configured like this:

$ qconf -rsstnode /
/=0
/Project_A=500
/Project_A/default=0
/Project_B=500
/Project_B/default=0
