[GE users] 0 priority jobs in qstat output

Yes, it is set to true. 

No limit for maxujobs.

No jobs on hold either.

Pls help me understand why it is showing up as 0 priority and what needs
to be corrected.

there is the entry "report_pjob_tickets" in the scheduler  
configuration: it's set to true? Other places to check: any limits in  
maxujobs in the scheduler or are jobs on holds?
