[GE users] pe slots issue

I am just about to install PE in the first time to
allow multithread job to run on selected hosts, but I ran
into thing that wasn't expected.

I have set a PE environment with slots=2 as follow:
qconf -sp mpi
pe_name           mpi
slots             2
user_lists        NONE
xuser_lists       NONE
start_proc_args   /bin/true
stop_proc_args    /bin/true
allocation_rule   $pe_slots
control_slaves    FALSE
job_is_first_task TRUE
urgency_slots     min

When submit job with
qsh -pe mpi 4  =>
Your "qsh" request could not be scheduled, try again later. => failed as expected
qsh -pe mpi 2 => works

qstat -f  shows 2-slots being checked out correctly:
linux32G.q at optqlinux16         BIP   2/4       0.03     lx24-amd64
qstat -g t also shows corrects master/slave:
  122771 0.00000 INTERACTIV duong        r     04/22/2008 17:25:20 linux32G.q at optqlinux16         MASTER
                                                                   linux32G.q at optqlinux16         SLAVE

Problem is when I submit with
qsh -pe mpi 3  =>  Did not expect a window to open, but it does!
qstat -f now show only one slot is used:
linux32G.q at optqlinux16         BIP   1/4       0.03     lx24-amd64
and the qstat -g t shows correspond only the MASTER (no SLAVE)
  122773 0.00000 INTERACTIV duong        r     04/22/2008 17:28:05 linux32G.q at optqlinux16         MASTER

BTW: I am using SGE6.0u7

Any help to explain what we did wrong?
