The sge_pe manual page states

  job_is_first_task
     This parameter is only checked if control_slaves (see above)
     is set to TRUE and thus N1 Grid Engine is the creator of the
     slave tasks of a parallel application via  sge_execd(8)  and
     sge_shepherd(8). 

This is incomplete. job_is_first_task is also checked if wallclock accounting is
used,
and control_slaves is set to FALSE.

Then the wallclocktime in the accounting records is multipled with N slots
(job_is_first_task=true) or with N+1 slots (job_is_first_task=false). 

To see the actual behavior:

Set

execd_params                 ACCT_RESERVED_USAGE=1 SHARETREE_RESERVED_USAGE=1

and, in a PE "control_slaves    FALSE" and "job_is_first_task FALSE", like this

# qconf -sp pe_smp
pe_name           pe_smp
slots             10000
user_lists        NONE
xuser_lists       NONE
start_proc_args   /bin/true
stop_proc_args    /bin/true
allocation_rule   $fill_up
control_slaves    FALSE
job_is_first_task FALSE

Problem exists in 6.0, 6.1, and 6.2.
