Hi Andreas,

Many thanks for diagnosing this. I realize now that the negative host
scope was actually an afterthought designed to improve the precision of
the slot rules which is how it got through most of our testing (at that
time the qquota command was obviously working).

I will keep an eye on the other issue now that we have some actual
visibility on the quotas. If the problem still occurs after this
workaround and we cannot diagnose it with qquota, we would be happy to
apply some additional debugging in qmaster to get it sorted.
