[GE users] Disallow single slot jobs

Hi Chris,

Actually they are all batch jobs, and I don't allow interactive on  
them currently.. I have a few users that use array jobs to run massive  
amounts of embarrassingly parallel jobs on the system, each of which  
are single slot.
