[GE users] Allocation rule $pe_slots

it will be executed only on one and the same node. It will not look  
for cpus (cores) in the machine, but defined slots in a queue for  
this machine. If you define 4 slots for a 2 cpu (core) machine, it  
would also execute there and hence oversubscribe the node.
