[GE users] Parallel environment

I have this environment:
3 nodes 4 cpu each 
a queue all.q configured with 12 slot
i can see 3 instances of this queue one on each node
the submit command
qsh -pe mpi 4
or
qsub -pe mpi 4

not done, but

if i submit with
qsh -pe mpi 3
or
qsub -pe mpi 3

i can allocate 3 slot and if i read in pe_hostfile i see 
1 cpu allocated each node
