Emmmmm.... are you sure that the problem is with Gridingine here?

Remember, Gridengine does not "know" about your CPUs - in Gridengine you
deal in job slots, and as the manager of the system you can allocate
more jobs slots than there are CPUs (cores) - called oversubscription,
or indeed less if you want to.

Are you sure that it is not your MPI implementation with is allocating
once CPU per node?
As a diagnostic, print out the PE_HOSTFILE during your job start script
- the script with the PE runs when the job is started.
