Why do "max_functional_jobs_to_schedule" and "max_pending_tasks_per_job"
keep getting reset to the obscure number a minute after  I changed them
to something meaningful?  Why do they get overridden in the first place?
By what process?

share_override_tickets            TRUE
share_functional_shares           TRUE
max_functional_jobs_to_schedule   4294967294    <=====
report_pjob_tickets               TRUE
max_pending_tasks_per_job         4294967294   <====

With Qmon, the two parameters have values of "-2".
