Argh, I completely forgot about this although I took part in the discussion. Nevertheless, the presented example in the webpage you referred to:

      Complex definition:
      #name               shortcut   type        relop requestable consumable default  urgency
      #----------------------------------------------------------------------------------------
      jobs                j          INT         <=    YES         JOB        0        1000

For now you need in addition to define an arbitrary high number in the global complex setup, and a user could bypass it with -l jobs=0. This should be 
forbidden, i.e. the example could be:

      Complex definition:
      #name               shortcut   type        relop requestable consumable default  urgency
      #----------------------------------------------------------------------------------------
      jobs                j          INT         <=    NO          JOB        1        1000

And a missing entry in the global configuration could mean unlimited (like the handling for other max* limits in the configuration). "maxujobs" in the scheduler 
can also be removed then as it can be replaced by an RQS.
