if you have only this plain setup, it should be sufficient to define  
just user_lists entries, as other users are excluded by default when  
user_lists is not set to NONE. Means, xuser_lists don't need to be  
defined in your queue setup.

Unless you enable checking "-w e", you don't see anything. The job  
will just wait forever. You can set this checking as default in  
$SGE_ROOT/default/common/sge_request, but it will generate some  
overhead for the queuing system.

Why are you requesting the queues at all? SGE will select the  
appropriate one, if you simply don't specify one. It's not like in  
Torque/PBS, where users are often used to submit "into a queue".
