Also utilbin has it.

Yes.

No.

The background is simply, that this directory structure will allow  
binaries for different platforms to reside in the same $SGE_ROOT,  
i.e. heterogenous clusters with different architectures are supported  
by SGE out-of-the-box by different directories in utilbin and bin.
