correct, this was the behavior for a long time, until it was fixed:

Which version are you running? You could alos attach custom bool  
complexes to the other queues and make them forced. Hence without  
specifying anything the jobs con run only in the default queue (you  
even don't need sge_request this way), and for all other queues a  
complex must be requested.
