[GE users] howto set qsub -q to a job, and keep it that way?

please have a look at `man qmake`. Seems you need to add something like:

SGE_RREQ="-l high-mem.q" to the rules in your makefile.

BTW: The -A option is just an entry, which doesn't influence SGE  
scheduling. It's more like a comment for further processing of the  
accouting file. It's not in any relation to user accounts.
