[GE users] Timebased configuration of slots in "mpi" environment.

We do aggressively try to "checkpoint" the mpi-runs and run them in slices
of 1h each, så lowering the number will effective take 1 hours to apply.
Thats fully acceptable. I'll look at the suggestion about making cron
reconfigure gridengine every now and then.
