[GE users] -C prefix string option

I just created a .sge_request file in my local directory and added a -C #@ to it to replace the default #$.  It isn't taking effect.  A test line I marked as #$ -x is still causing qsub to throw an error (-x is undefined).  I expect the #@ to cause qsub to ignore the #$ and treat it just like a comment.

If i remove the #@ and just leave the -C by itself, I get the following error. 
ERROR! -C option must have argument

So I know the .sge_request file is being read.
Should -C #@ work just fine? Or am I missing something about the behavior here?
