you can request a lower limit for certain jobs with:

$ qsub -l h_rt=4:0:0 ...

Once the jobs are running, this can't be changed. As long as they are  
waiting it can be adjusted (which would also work for rescheduled job  
in case they are already running).

In 6.2u2 you could adjust it in the JSV (job submission verifier)  
according to any algorithm you like. If it's just one user (or a  
certain directory where the jobs are submitted from), you could put  
right now a "~/.sge_request" in his home with a line "-l h_rt=4:0:0"  
or in the specific directory (see`man sge_request`).
