[GE users] distribute jobs evenly

You could put some virtual load on a machine once a job started. This  
is done with an entry like (`man sched_conf`):

$ qconf -ssconf
...
job_load_adjustments              np_load_avg=1
load_adjustment_decay_time        0:5:0
...
