[GE users] GE6.2 num_proc consumable strange behavior for mpi $fillup jobs

Just in case other people are affected we have verified that the same 
problem that appears with num_proc also affects s_vmem and h_fsize if 
you set them as consumables. So if you use fill_up policy you have to be 
careful with the use of consumables.
