The default for the jsv_allowed_mod paramter is "ac,h,i,e,o,j,M,N,p,w". The 'w'
switch indicates that 'qalter -w' is allowed. However changing the paramter to
'none' does not prohibit 'qalter -w' requests. Other parameters are successfully
prohibited.

% qconf -sconf | grep jsv_allowed_mod
jsv_allowed_mod              none

% qsub -l arch=bla -b y /bin/sleep 10000
Your job 66 ("sleep") has been submitted

% qalter -w p 66
Job 66 (-l arch=bla) cannot run at host "host1" because it offers only
hl:arch=sol-amd64
verification: no suitable queues

However:
% qalter -N "bla" 66

----

The described behaviour is correct. -w (and also -t in combination with -h) are
always allowed switches. According to the data structures that arrive at qmaster
side it is simply not possible to distinguish if the two commandline switches
where used or not.

I will add comments to the documentatiuon describing that.
