A couple of general things to check:

- What is your spool directory set to ($SGE_ROOT/$SGE_CELL/spool/qmaster?)?
- Is your spool directory owned by sgeadmin (or whatever you choose)
and is it writable by that user?
- What are the permissions on the jobseqnum and arseqnum files in your
spool directory?
- Is there an sgemaster already running?

I've tried installing versions back to 6.0 with the same results. I'm installing with as many default answers as possible. I've tried the GUI installer and install_qmaster with the same results. I've tried both berkeleydb and classic spooling and it still fails to start the service.
