qalter man page shows at the beginning: 

     qalter -  modify a pending batch job of Sun Grid Engine.

Which implies that it is only for modifying pending and 
NOT running jobs. 

Later on the user can see that several parameters are also 
accessable for running jobs: 


-hold_jid_ad wc_job_list
...
          qalter allows changing this option even while  the  job
          executes. The modified parameter will only be in effect
          after a restart or migration of the job, however.

-notify 
...
          Qalter allows changing this option even while  the  job
          executes.

-N 
...
          Qalter allows changing this option even while  the  job
          executes.

-o 
...
          Qalter allows changing this option even while  the  job
          executes. The modified parameter will only be in effect
          after a restart or migration of the job, however.


-pe parallel_environment  
...
	  Qalter allows changing this option even while  the  job
          executes. The modified parameter will only be in effect
          after a restart or migration of the job, however.
