No, it was not there:
> $ qconf -sconf | grep login_shells
> login_shells                 sh,ksh,csh,tcsh

I added it:
> $ qconf -mconf
> $ qconf -sconf | grep login_shells
> login_shells                 sh,ksh,csh,tcsh,bash

But it did not make any difference.

With bash listed as login shell, but without the wrapper:
> $ qrsh 'umask; ulimit -c; echo $PATH'
> 0022
> unlimited
> /tmp/4870118.1.all.q:/usr/local/bin:/usr/ucb:/bin:/usr/bin:

With the wrapper (regardless of bash being listed as login shell):
> $ QRSH_WRAPPER=profileval qrsh 'umask; ulimit -c; echo $PATH'
> 0002
> 0
> /opt/n1ge6/bin/lx24-amd64:/usr/kerberos/bin:/tmp/4870119.1.all.q:/usr/local/bin:/usr/ucb:/bin:/usr/bin::/usr/X11R6/bin:~/bin

I looked at the man page, and it said "shell_start_mode" should be 
"posix_compliant", but I checked that and it is set that way:
> $ qconf -sconf | grep shell_start_mode
> shell_start_mode             posix_compliant

Am I missing something?
