[GE users] Array - Jobs & Priority

Hello,

after I've read most of the posts concerning job arrays and their
priorization I was nevertheless not able to explain the following behavior.
qstat gave me this recently:

Why does user2's second job (the array) have to wait behind user1's
array although he got higher priority?
user1's job is the first that gets computed, too (I watched the thing
for some time to make sure it isn't just a little qstat error)
Is there any other job attribute (besides priority) that could cause
this? Is this any kind of special "array behavior"?

I thought since SGE 6.1 (the one we are running), arrays are treated
just as multiple jobs. In a fair share environment, the part of an array
that is running downgrades the waiting part of the array because of
their resource usage. All jobs in an array have the same priority (those
already running are downgraded, too, but it's not important). Is this
description accurate?
