[GE users] accounting / fair share 'bypass'?

Maybe I should rephrase my question and seek for advice instead:

How do I keep the cluster all the time? If I look at cluster load over
a 30 days period, I see sharp peaks and valleys. On some occasions,
the cluster's topped at 100% while we had a few thousand jobs waiting,
and then on other occasions, it sat idling at 0%.
