May I ask how many slots /severs in that spacific queue. Also how many jobs do you submit .
In my case we submit thousands of jobs, those are quick jobs and may be 5% get this error.

I can add that now I am able to submit again with -sync y, yet I power cycled the master node in the middle, thus we can say that the issue does not become permanent.

are you getting any message with:
$ qstat -j <jobid>
of the waiting jobs why it's not scheduled? I assume they are stuck
in state qw then. Is there any other entry in $SGE_ROOT/default/
common/qmaster/messages?
