[GE users] parallel q problem in sge 6.0u8

I am having trouble setting up a special parallel queue for a group of users.

I have a Parallel Environment setup:

I have two queues which use this PE:

ompi8p-5-10.q which can run for a maximum of 24 hours and everyone can use



which only the rubinstein group can use and has a much longer runtime (3 days) :

Here is the diff between them:

When i do a qsub -w v I get 
verification: found suitable queue(s)

Yet when I check with qstat under scheduling info: i see correctly
 ompi8p-5-10.q at cn-r5-10 cannot be used

(-l s_rt=350000) cannot run in queue instance "ompi8
p-5-10.q at cn-r5-10" because it offers only qf:s_rt=1:00:10:00

but I see no reference to rubinstein.q at all (I piped to less and searched for it)

So: why can I not see the rubinstein.q queue?
How can I see which queue -w v said was valid ??

Most of all:

How do I set up one PE and 2 queues, 
one with small limits and no restrictions on who can use it, one with larger limits and restrictions on who can use it.
