[GE users] Initital_state doesn't work well.

The setting of loglevel is same(log_info).

I check messages that were recorded during I set initial_state.
But I can't find anything abuot disabled queue.

state of "queue.q at exec_host" (enabled)

this issue occured 3 exec_hosts in five hour.(during I set initital_state)
So I think this issue is reproducible.

What should I do something else?
