Assume a queue has been defined to have a "slots" line that references a hostgroup, but does not actually define "hostlist" to reference it.
 Now, add a new execution host into the hostgroup.  There will now incorrectly have a new queue instance for that queue at host, as reported by
qstat -f, even though that host is only influencing the slot-count and not the hostlist.


Repro steps:
1) qconf -ahgrp @30_slot
2) qconf -ae          {replace "template" with a resolvable hostname, such as foohost.corp.ud.com}
3) qconf -aq mooqueue     {replace "slots" line with "slots     1,[@30_slot=30]" }
4) qconf -aattr hostgroup hostlist foohost.corp.ud.com @30_slot
5) qstat -f |grep foohost.corp.ud.com      {should not return any matches, but does!}


Note that these workaround steps do not cause the addition, but doing this is not ideal for us:
1) modify the queue to change the "slots" line to NOT reference the hostgroup
2) add execution host to the hostgroup
3) modify the queue to change the "slots" line to reference the hostgroup
4) verify that qstat -f does not show any matches.


This behavior has been verified on SGE 6.2.0 and 6.2u3.  This issue is a blocking deployment issue for one of our customers.
