On /scratch2 is root maped as nobody so $SGE_ROOT/default/common/dbwriter.conf can not be read as owner is admin user (jf222792) and root is
maped as nobody. As a result previous (sge61) configuration of dbwriter can not be read and even rewriten by root who is running
./inst_dbwriter. So installation can not use previous configuration and only way how to finish upgrade on /scratch2 is manualy remove old
dbwriter.conf and put in new values.

# chmod +r ../default/common/dbwriter.conf

uid=0(root) gid=0(root)

Fix could be to change $SGE_ROOT/dbwriter/inst_dbwriter
in way that dbwriter.conf will be read during upgrade as an admin user.
