You might take a look at 'maxujobs' setting:

qconf -msconf

Change it from 0 to 1. Bear in mind this will restrict all users to 1 running job, whether they are using a single slot or the entire cluster.

Is it possible to restrict the number of MPI jobs a particular user can 
have running at any one time?

I would like to make it so that although they can submit as many as they 
like, and have them queued, only one actual job will be running at any 
one time, although I don't mind how many processes that particular job 
takes up.
