Instead to restrict to slots=1 you could also restrict the pe to a per job consumable since 62u2
(http://wikis.sun.com/display/gridengine62u2/Defining+Consumable+Resources)
which should be requested with every pe job submit. In order to force the
request of the consumable you could use JSV or the sge_request file.
