[GE users] cpu slot reservation

Since you don't mention how may cores/slots that system has, let's say
it has N slots, and it's hostname is 'node01'

1. In the queue configuration, modify that node01 that it has (N-1)
slots. You would do this with qconf -mq <queue name> and change the
hostlist to indicate only N-1 slots for node01

2. Create a new queue that has only 1 slot, and that one slot is on node01.

3. Configure an access list for that queue so that only that user can
submit to it.

4. Instruct user to specify that queue in his qsub commands.

That should do it.

Sorry I don't have step-by-step complete examples - I don't know the
exact syntax off the top of my head, and don't want to put the wrong
information, and I don't have have time to test the correct syntax
myself at the moment.
