yes, this is necessary. Also suspended slots count as used from SGE's point of view.

Both sec.q jobs run on c0-0? Then it might be necessary to set the slot count in the queue configuration to 4.

The feature to suspend parallel jobs was enable only in the latest public version of SGE I think. Before it was disabled, a) to avoid timeouts of parallel tasks and b) to avoid that a e.g. a 8 slots job with $round_robin got completely suspended because just one slot of it got suspended.
