[GE users] get slots of at most some nodes

the only thing you can do is to use the "$fill_up" for the "allocation_rule" in the PE. Nevertheless you may get nodes where something is already running, despite the fact that some completely free ones are available. If you want to get always complete nodes for your jobs, you can either enter a fixed integer value for "allocation_rule", but then the number of requested slots must be a multiple of this entered value. Or ypu can use an "exclusive" complex attached to each exechost, which you request in your `qsub` command.
