[GE users] queue seq num and PE wildcards

I have found that the queue sequence number has no effect on which queue 
is used when the job uses a wildcard in the parallel environment name.  
We have the scheduler set up to use sequence number for the order of 
choosing queues (not load), and this works with non-PE jobs and with PE 
jobs that do not use a wildcard, however:


$ qsub -pe mpi* 3 job.sge
$ qstat -g t
job-ID  prior   name       user         state submit/start at     
queue                          master ja-task-ID
------------------------------------------------------------------------------------------------------------------
      99 0.55500 Test       root         r     08/20/2010 13:52:24

As you can see, the first job runs in queue #1 and the second job runs 
in queue #2.  It is basically doing a round-robin of the queues.  I have 
verified this behaavior with 6.1u5 and 6.2u5.
