[GE users] job queue shows c as states?

"c" means you have an ambiguous configuration for that queue.  While I
can't tell you exactly the problem, I can give you an example what can
cause it:

Let's say you have an exec host (dell-3-0-1) that belongs to two
hostgroups @hgrpA and @hgrpB.  Furthermore, the configuration for
default.q sets slots=4 on @hgrpA, and 8 for @hgrpB.  This will causes
an ambiguous configuration, and mark the queue with a 'c' since SGE
can't decide if there should be 4 or 8 slots for this queue instance.
