[GE users] Schedule one job at a time

"you can just release the one with the lowest job id."

This is not a good idea...  What happens for those of us who roll the jobid around a couple of times per month?

I think that you really meant to say "the job with the oldest submit time", or "the job with the oldest start time".

For this one queue B.q - yes, it would be necessary when all are  
having different requirements. But when the jobs inside B.q all want  
the same resources, you can just release the one with the lowest job id.
